Stepping stones: progression from non-counting provision to counting provision: qualitative strand

The government established the Skills for Life strategy for improving the basic skills of adults in England in 2001. It also set targets for the number of adults it wanted to achieve a first basic skills qualification, and criteria for the qualifications and courses which would count towards those targets. This project, which was carried out in 2005-08, explored the amount of progression from provision which did not count towards the targets to provision which did count towards the targets. The project aimed to provide both some quantitative data about the amount of such progression, and some qualitative understanding of the factors influencing it. The two reports available here provide, separately, the quantitative data (Brooks et al.) and the qualitative analysis (Hodge and Koutsoubou).
