Quantitative research into entry-point levels of Skills for Life learners
The Department for Business, Innovation and Skills (BIS) has Public Sector Agreement (PSA) targets to raise the level of basic skills in England so that by 2020, 95 per cent of the population have literacy skills at Level 1 or above and numeracy skills at Entry level 3 or above. These targets are known as threshold targets. This study aims to estimate the proportion of learners achieving a literacy or numeracy qualification higher than the threshold level.
